Game day at City Hall: the fall’s first no-legislation docket — and a hearing that won't come off the calendar

Tonight’s the night: a 7:00 PM stated meeting whose printed agenda lists no legislation at all — the fall’s first — while a 6:30 PM rezoning hearing is still on the events calendar — agenda marked “Hidden,” notice filing reading “Withdrawn.” The council’s eleven fall filings all still sit in committee on day 14, and tonight’s own placeholder filings make that official: no old items, no new items. It’s day four of nine of early voting — noon to 8 tonight — and the downtown Halloween bar crawl runs 5 to 9.

Meeting day: the record at 7 AM

Tonight, 7:00 PM: the fall’s first stated meeting with nothing to vote on verified

The council gavels in at 7:00 PM tonight, City Hall – City Council Chambers 4th Floor, and the printed agenda — Final in this morning’s pull — is exactly the slim sheet it has carried since Friday: roll call, the Pledge, the standing communications and committee sections, and one substantive line: “Minutes of the Stated Meeting held on Tuesday, October 13, 2026 approved by motion of Majority Leader Rubbo.” After that, the two placeholder filings introduced Oct 21 — “There are NO OLD ITEMS for Consideration for the City Council Meeting scheduled for TUESDAY, October 27, 2026, 7:00 P.M.” and its new-items twin. Seventeen agenda rows, not one of them a piece of legislation. That makes tonight the fall’s first stated meeting docketed with no legislation at all — Sept 15 carried 38 items, Sept 29 carried 13, and Oct 13 introduced eleven new filings. If a bill lands before the gavel, the docket would have to be reprinted; the record we can read at 7 AM shows no such reprint. The one live question tonight: whether the Oct 13 minutes draw any amendments.

The 6:30 hearing: still listed this morning, its notice still “Withdrawn” verified

The record’s strange thread held all the way to meeting day: the events feed still lists a 6:30 PM public hearing tonight in the same City Hall chambers — its agenda page marked “Hidden” — while its notice filing, TMP-0866 (“Public Hearing Notice - GO AMENDING CHAPTER 43 - DMX Zoning”), still reads “Withdrawn” in this morning’s pull. The ordinance behind it all — TMP-0811, the D-MX / UR-HD rezoning and map amendment — remains “Referred,” its last recorded action a referral on Sept 9. A calendar entry whose own notice has been pulled is the record contradicting itself, and nothing in this morning’s check resolves it. If the D-MX/UR-HD rezoning matters to you, the calendar’s answer tonight is still: show up at 6:30.

Day 14: the Oct 13 pile still sits in committee — tonight makes it official verified

The Oct 13 pile hasn’t moved: the council’s eleven pending temporary filings — TMP-0855 through TMP-0864, plus TMP-086 (that last file number exactly as the record lists it) — every one still reading “Referred” in this morning’s pull, fourteen days after that meeting, none with a pass date. The pile: the former Public School # 9 conveyance (TMP-0864), the resolution urging age-appropriate restrictions on student use of artificial intelligence in elementary schools (TMP-0856), the Italian Heritage / Columbus Day resolution (TMP-0855), four grant-acceptance ordinances totaling $1,812,576.01 — $30,000 from the Field Hall Foundation, $202,648.00 in state CHIPS funding, $285,304.00 in federal ESG funding and $1,294,624.01 in federal HOME funding — the $20,000 Santos/Aponte settlement over the March 2023 McDonald’s melee (TMP-0858), the budget amendment adding three IT positions (TMP-086), a Commissioner of Deeds appointment and the intermunicipal agreement with the Town of Greenburgh on the special-operations training center (TMP-0859). Tonight’s placeholders settle the near-term question: none of the eleven reached a docket. The precedent is recent — the Sept 29 docket resolved in a single clerk update on Oct 20 — so the pile could clear the same way any morning. As for the next stated meeting: the council’s standing 2nd-and-4th-Tuesday rule points to Nov 10, but nothing is posted yet — the Legistar feed lists no future events this morning, and the city’s own calendar has blocked automated reads since Sept 20.

Early voting, day four of nine — noon to 8 tonight

Vote on the way to tonight’s meeting: polls open until 8 verified

Today’s Tuesday hours are 12 PM–8 PM — you can early-vote until 8 tonight, an hour past the stated meeting’s gavel. Five days remain after tonight: Wednesday and Friday 8 AM–4 PM, Thursday 12 PM–8 PM, Saturday and Sunday 10 AM–6 PM, closing out the nine-day period on Sunday, November 1. You can vote at any of the county’s 25 sites, not just your neighborhood one — Yonkers’ three: Grinton I. Will Library (1500 Central Park Avenue), Nodine Hill Community Center (140 Fillmore Street), and Riverfront Library (One Larkin Center). Election Day is Tuesday, November 3, and early-voting results get canvassed and reported after 9 PM that night. The county notes the site list is “Subject to Change” — this year’s one swap: the Joseph G. Caputo Community Center was replaced with St. Ann’s School in Ossining.
